Research into Diversity, Equity and Inclusion (DEI) within the notarial profession – Research findings and proposed actions

The Faculty Office of the Archbishop of Canterbury commissioned Sonnet Advisory & Impact C.I.C. (Sonnet) to conduct primary research into understanding the principal issues and concerns of notaries within the fields of diversity, equity, and inclusion (DEI).

This primary research took the form of 30 interviews conducted with notaries between 29 September and 17 October 2025.

As the regulator of the notarial profession, the Faculty Office has a statutory responsibility to ensure that it meets its regulatory objectives, including those that align closely with principles of DEI.

This research represents an initial exploration into the topic of DEI to identify any issues and inform any potential follow up actions for the Faculty Office. It complements the Faculty Office’s survey work into the diversity of the notarial profession. The research described in this report takes a qualitative and in-depth approach, exploring the potential DEI concerns faced by both notaries and their clients.

Having considered the key findings, themes and recommendations, the Master of Faculties and the Faculty Office have published their proposed actions in response to each item. These proposals are not binding, but they set out the intended approach. The associated time frames will be reviewed and updated as appropriate.
