HMT (OFSI) Guidance: Moving to a single list for UK sanctions designations

UK designations are currently detailed in 2 lists, the UK Sanctions List (UKSL), published by the Foreign, Commonwealth and Development Office and the Consolidated List of Asset Freeze Targets, published for HM Treasury by OFSI.

From Wednesday 28 January 2026, the UK Government will consolidate its sanctions designations into a single list, the UKSL.

This means the OFSI Consolidated List, and its associated search tool will no longer be updated or used for compliance purposes. The change is part of a cross-government review aimed at simplifying sanctions compliance.

HMT have published guidance to help you understand and prepare for the change, in particular for those that regularly use the UK Sanctions List and the Office of Financial Sanctions Implementation Consolidated List (OFSI Consolidated List) for sanctions compliance.

Notaries are encouraged to check their AML policy and procedures and to ensure relevant checklists are updated to reflect the changes.
